Answer
Please refer to the technical brief of WD Ultrastar He8 series HDD:
https://documents.westerndigital.com/content/dam/doc-library/en_us/assets/public/western-digital/collateral/tech-brief/tech-brief-western-digital-power-disable-pin.pdf
HGST Ultrastar He8(or later generation like He10) HDDs have “Power Disable” feature, i.e. when the SATA power is lower than 5V, the HDD would be stuck in hard reset state (HDD would not spin up).
To get the hard drive to work, please use “Molex to SATA” power connector(as lower right picture in the technical brief shows) to convert the 3.3V SATA power to 5V.
To check whether the WD DC HC510 you got has the ”Power Disable” feature or not, please see the link above, use the P/N(e.g. 0F27452) to search.
If the HDD features ”Power Disable” feature, please follow the suggestion above, get a “Molex to SATA” power connector to solve the issue.
For further information of the hard drive, please contact the vendor WD for further help. Thanks.
