Please enter BIOS to change PCH PCI-E Lances control item from Auto to x2/x1/x1 and then you can use PCI_E4 and PCI_E1 slot at the same time, the path as below:
BIOS--Settings--Advanced--PCI Subsystem Settings--PCH PCI-E Lanes control--x2/x1/x1
